About this course

The institutional capacity analysis is the process by which the capacity of an executing agency to manage a project financed by the IDB is evaluated. This process is carried out in the design and start-up stages of Bank operations through a tool: the Institutional Capacity Analysis Platform (PACI).

The inputs generated by this tool are essential to correctly design the project's governance system and thus increase its chances of success.

Jaime de los Santos

Jaime de los Santos, MBA, is an economist specialized in strategic planning and organizational performance management. Jaime works at the Interamerican Development Bank (IDB) since 2011, where he has gained more than 10 years of experience in managing organizational performance improvement projects in the areas of strategy, operations, and budget. Between 2017 and 2020, Jaime led the team that updated the IDB’s Project Risk Management Framework, which included the design and implementation of the Institutional Capacity Assessment Platform (PACI)

Vania Pizano

Vania Pizano works at the Inter-American Development Bank (IDB) in the Office of Strategic Planning and Development Effectiveness. In her role as Operations Specialist, she works on Project Risk Management, Institutional Capacity Analysis and Progress Monitoring tools for IDB-financed projects in Latin America and the Caribbean. Before joining the IDB, she worked in the coordination of multilateral financial organizations at the Ministry of Finance and the Tax Administration Office in Mexico. She has a master's degree in Public Policy from George Washington University and more than 10 years of experience in multilateral development banks and project management.
